The Strengthening Mobility and Revolutionizing Transportation (SMART) Grants, created through the Bipartisan Infrastructure Law, will fund demonstration projects using new technologies and systems to improve transportation efficiency and safety. Projects eligible under this Program span eight technology domains which include: connected vehicles, delivery logistics, sensors, systems integration, coordinated automation, innovative aviation, smart grid, and traffic signals. This Program intends to fund the use of drones and autonomous vehicles which environmental justice communities have critiqued due to safety concerns.

On the other hand, the grant monies under this Program could also be leveraged to fund a number of projects the EJ Ready Cohort might be interested in supporting. For example, eligible entities could apply for projects that streamline income-based transit fare programs by integrating back-end databases with other social service programs, use technology to assess infrastructure that supports mobility, including sidewalks, bus shelters, bike lines, and curb cuts. Funding could also be used to support the integration of climate, public health, and socioeconomic data into transportation operations and increasing accessibility and safety of passengers in wheelchairs using public transit and paratransit services. Awardees for the first round of funding were announced in March 2023 with the average amount of funding requested was $1,495,300.. The second stage NOFO closed August 14th.
