The Greenhouse Gas Reduction Fund is a first-of-its-kind program mobilizing $27 billion in financing and private capital to address the climate crisis and support the economic revitalization of communities. The Fund is divided into three competitions: the National Clean Investment Fund ($14 billion), Clean Communities Investment Accelerator ($6 billion), and Solar for All ($7 billion). The most suitable competitions for the EJ Ready Cohort are the National Clean Investment Fund and Solar for All.
Unlike most typical EPA grant programs, EPA will not be providing grants directly to projects funded through the Greenhouse Gas Reduction Fund. Instead, EPA will select intermediaries that will be responsible for providing the financial assistance to projects. Individuals and organizations interested in receiving funding will need to apply through the intermediaries selected by EPA.
National Clean Investment Fund. The National Clean Investment Fund will grant 2-3 national nonprofit intermediaries to create national clean financing institutions capable of providing financing to nonprofit organizations and other entities to deploy clean technology projects nationwide. Project priorities under this competition include distributed energy generation and storage, net-zero emissions buildings, and zero emissions transportation. 40 percent of the funding under this competition is set aside for financial assistance to low-income and disadvantaged communities.
Solar for All. The Solar for All competition will enable low-income and disadvantaged households to access the benefits of low-cost, clean solar energy. Eligible applicants include nonprofit organizations, states, territories, and municipalities. Priority projects under this competition include rooftop residential solar projects and community solar projects that will serve residential buildings.
As of August 16, 2024 the EPA has obligated the full $27 billion of Greenhouse Gas Reduction Fund awards to selected recipients. More information can be found here.
