Grant Terms
  • Phase 1 (Plan): $250 million for eligible entities to develop plans to reduce GHGs. These will be awarded through cooperative, non-competitive grant agreements with states eligible for up to $3 million. 67 Metropolitan Statistical Areas (MSA’s) will be eligible to receive up to $1 million for Phase 1 grants.
  • Phase 2 (Implementation): $4.3 billion available in grants, with EPA anticipating individual grants ranging from $2 million-$500 million. For the competition for tribes and territories EPA anticipates individual grants ranging from $1 million to $25 million.  Only awardees of Phase 1 funding will be eligible for Phase 2 funding to implement the priorities of their GHG reduction plans.

CPRG is divided into two overlapping phases. Phase 1 includes formula planning grants to help localities to develop climate action plans. Phase 2 includes competitive implementation grants based on the items identified by the plans.

Authorized by the IRA, the Climate Pollution Reduction Grants provide funding to states, local governments, tribes, and territories to develop and implement climate plans that reduce greenhouse gas emissions and other harmful air pollution. The Program is divided into two pots of funding: formula funding planning grants and competitive implementation grants.
Planning grants: $250 million for states, U.S. territories, municipalities, air pollution control agencies, Tribes, and groups thereof to develop plans to reduce greenhouse gases (GHGs). The Priority Climate Action Plan (PCAP) is the first deliverable due under the CPRG planning grants.

Implementation grants: $4.6 billion for competitive grants to eligible applicants to implement GHG reduction programs, policies, projects, and measures (collectively referred to as “GHG reduction measures,” or “measures”) identified in a PCAP developed under a CPRG planning grant. Lead organizations for CPRG planning grants must submit their PCAPs to EPA by the deadline of March 1, 2024 in order for lead organizations and other eligible applicants to submit grant applications for the general competition to fund measures contained in those plans. The South Coast Air Quality Management District received almost $500 million dollars to fund efforts to decarbonize transportation and goods movement in Los Angeles and Long Beach.
